In the case of Copper,while dense, it's very weakly magnetic and does not make an effective core. Steel is an alloy and while harder than Iron, is not as dense. Iron, being a denser magnetic material, makes a very effective core for an electromagnet to wrap your insulated copper wires around. I would suggest using Iron; however steel should also work for the purposes of demonstrating the concept of an electromagnet.
