I believe T16 refers to the quality of the steel (recipe) used to make it. The higher the number the better type/quality of steel. I have heard T16 is used today (2009) and T3 was used to make the Bay Bridge in California in the 1930's. ---- Actually T16 is the metric size reference of the bar. A T16 bar is the basic equivalent of a #5 bar, there is no such bar as a T3.
