I have studied time zones quite a bit, and I've never heard of it. My first guess is that it's somebody's own name for an area that observes daylight saving time (a.k.a. summer time) during part of the year. My second guess, in which I have far less confidence although it makes me laugh, is that it is the time zone on a boat.
