rate of production is the amount that your product is produced in a scale of time. for example the rate of production of a steam stripper would be 21 kg per hour or etc. To calculate the rate of production of something you need to have the power of your reactor (in watts). when you have the power you will be able to get energy that your reactor produces in a certain amount of time. By knowing the energy you'll be able to work out the amount (in kg) and work out the rate of production.
