They are part of the midbrain. To be more specific, these 2 superior colliculi and 2 inferior colliculi can be found at the dorsal part of the midbrain which is the tectum.
The brain stem is composed of the midbrain, pons, and medulla oblongata. The cerebellum is a separate structure located posterior to the brain stem and is responsible for coordination and balance. Together, the midbrain, pons, and medulla make up the brain stem, while the cerebrum is the largest part of the brain, responsible for higher cognitive functions.

The Midbrain is the topmost part of the mesencephalon, and so damaging the mesencephalon could potentially harm the midbrain, but only if that is the part of the mesencephalon you damaged.

Alcohol takes over the midbrain and shuts down the Frontal Cortex. When this happens a persons ability to make good decisions is lessened. That part of the midbrain that is concerned survival food fear and sex takes over.
