Tourists are usually on holiday...so they are having leisure time. To be touring you cannot be on the clock at work...and therefore touring is leisure, but leisure is not necessarily touring. When you are not on the clock at work or under pressure to do chores at home, then your free time is called leisure....most of the time, our leisure is not spent touring...but many wish it could be.

On a tour, you're going outside the country or outside of your hometown, for a vacation, sightseeing, or to visit a particular point of interest. For example, Americans used to "tour the country" from eastern States to western States soon after cars were invented. A couple today might go on a cruise during which they "tour" a selection of countries, just as people have sailed to overseas countries have since the 1800s.

Tourism is the process of enticing tourists to a particular area/region, city/town, or country. Tourism is a multi-billion dollar industry, with businesses working together with a local "Tourism Office" (they use various names, but "tourism" is always part of the name). The local tourism office separately, and in conjunction with city governments and businesses, create pamphlets, answer inquiries, and do activities which will draw visitors/tourists. As one example, Washington County PA (south of Pittsburgh PA) boasts of 13 original 1800s-era Covered Bridges and every year, the city of Washington (in Washington County PA) hosts the "Covered Bridge Festival". This draws thousands of people who might then drive to each covered bridge, or might take a covered wagon ride on The National Pike, or visit food and artisan booths. Numerous businesses participate, in cooperation with the town, to bring in customers.

Tourism offices may promote festivals, carnivals, fairs; historical buildings; historical events; current-day celebrity visits; primary sports activities, etc. For examples: Washington, PA was active in the Whiskey Rebellion and in the Underground Railroad, in which David Bradford participated; his home is open for tourists.
