Well, the Sun is made of burning gas, which has less density than a solid. So although the sun is larger, it wouldn't stay still on our hypothetical scales and end up floating away, whereas the moon is made from rock, nice, heavy and solid which would be going down on the scales rather than up. So although the Sun has many more particles than the moon, it is lighter.
