There really is not a definitive answer. It was only confirmed in 2008 that the areas of the ice layers that were tested contained water, and not carbon dioxide or other materials. This still does not confirm that the entire layer is water based. There are still others that contend the layer is actually a mineral called mirabilite (Na2SO4 · 10 H2O), which contains water.
