The system of latitude/longitude only applies to locations on Earth's surface. Objects in the sky can be seen over a wide range of latitudes, and they rotate over every longitude in the course of a day.

Taurus is defined as a region of the celestial map that covers the range of declination between roughly -2 degrees and +31 degrees. So at least a part of it is visible from any latitude on Earth, and ALL of it is visible from anywhere north of about 60 degrees South latitude ... every continent except Antarctica.
