By some accounts, that would be the protoisland Loihi(also Lo'ihi), which is a preshield volcano forming over the Hawai'ian hotspot, to the southeast of the Big Island.

While it has risen nearly 3 miles above the ocean floor, it is still currently 3,000 feet below sea level, and isn't expected to break the surface for approximately another 20,000-100,000 years.
