Hansard is the name of printed transcripts made during the sessions of 18th century English government. The information contained in the Hansard transcripts would be exactly what was said during parliamentary sessions.
Its to provide clear and independent record of all the proceedings of the Legislative Council and the Legislative Assembly. They are usually collected and put into volumes to people can access the debates and so on in later years and of previous years. Who accesses it will obviously be depending on thie different purposes, linguists for example may want to use hansard to provide linguistic analysis of the language used in the oldern times to more modern day use.
