They are both turning points as the length of a day starts to change in the opposite manner, either lengthening or shortening after that point. Which solstice they are, is a matter of geography, in that a winter solstice in the northern hemisphere is a summer solstice in the Southern Hemisphere and vice versa. So we have two solstices each year; what you call them depends on where you live.
