It's not really possible to rate them like that. One strong contender would be hydrogen sulfide, which can be detected by the average person at a concentration of about half a part per billion... it smells like rotten eggs, though it has the somewhat confusing property that in high concentrations it actually deadens the olfactory nerves, so the common saying of people who work around it is "It's when you stop smelling it that you know you're in trouble."

Mercaptans (the compounds responsible for the odor of skunks, and which are added to natural gas to make it easier to detect gas leaks) and creosol have similar odor thresholds.
