The question needs to be rephrased. Standard time refers to when each time zone observes time based the number of hours assigned to that zone, plus or minus, from Greenwich Mean Time, and without any adjustment for summer hours. Central time refers to a particular time zone in the U.S. that is assigned 6 hours behind GMT for its standard time. GMT doesn't move forward or backward based on the seasons so it serves as a constant reference basis for all other time zones. So in this example, standard time for the Central time zone is 6 hours earlier than GMT. However, in the summer, when clocks are advanced one hour in most of the U.S., the Central time zone is observing Daylight time so it is only 5 hours earlier than GMT. Similarly the Eastern time zone in the U.S. is assigned a standard time of 5 hours earlier than GMT but it's only 4 hours earlier during the summer when clocks are moved forward.
