"90 degrees north" is the definition of the north pole. All meridians of longitude converge (meet, come together) at the pole, so as soon as you say "90 degrees north", the longitude doesn't even matter, because they're all right there. I'm so sure that you copied those numbers wrong that I'm not even going to bother researching and trying to figure which capital is closest to the north pole. I'm just ging to take a wild guess and say Reykjavik, Iceland.
