As the glass it dark the inside of the car is darker than it is outside, and is too dark for the person outside to make out any detail. The effect is helped by bright reflections off the glass compared to a dark image as the reflections are brighter than what is in the car, and mask the interior. From inside the car the opposite effect takes place. They eyes of those inside have adjusted to the dark interior of the car, so the light coming in through the windows is plenty bright enough for them to see what is going on outside. Reflections off the glass on the inside are there but in the car is so dark the reflections are darker than the view through the window. The view is brighter than the reflections. Of course if it is dark out side those inside can not see out. Turn the lights on in the car and the situation is reversed, people can see in, but those inside an can not see out.
