A parallel of latitude can be drawn at ANY latitude on a map or globe. There's no
standard set of some limited number of them.
The northernmost point in Colombia appears to be Punta Gallinas at 12.4584° North latitude.
The northernmost point in Venezuela is the tip of the Paraguaná Peninsula, near Cabo San Román,
north of Curimagua, Coro and Punto Fijo, at 12.1968° North latitude.
Any parallel of latitude that's no farther north than 12.1968° North runs through both
Venezuela and Columbia.
(This contributor is happy to have researched the question. When I worked in Curimagua
and slept in Coro, and all these years since then, I always thought I was much farther up
on the Paraguaná. It's nice to finally see where I really was at the time.)
The equator is a parallel because it is a line of latitude that circles the Earth horizontally, dividing it into the Northern and Southern Hemispheres.
The parallel circling the globe at 0 degrees latitude is called the Equator. It divides the Earth into the Northern and Southern Hemispheres.
The Prime Meridian, it is located at 0 degrees latitude.
All lines of latitude are parallel with the equator.
