No. Europe is on the Eurasian continental plate (along with most of Russia, and China), and Africa is on the African continental plate. Some of Russia is on the North American plate, and India is on its own continental plate, which is why it's called the Indian sub-continent - the Himalayas are being thrown up at about 6cm a year at the point where the Indian plate is crashing into the Eurasian plate. The majority of the plates are going to be both, such as the African plate or the North American plate. The Pacific plate is an example of, guess which, the oceanic plates. I don't know the name of it right off the top of my head, but the only continental only plate I can think of is the one that covers Russia and most of Europe.
