A lot of times once potting soil is dried out, it is extremely difficult to get the soil moist again. I would get some potting soil and some styrofoam cups (or pots that are a little larger than the cells the Zinnias are in now and very carefully repot them. Though I wouldn't disturb the roots any more than necessary, I would separate some of the outter roots so they will be in the moist new soil in the cups. Something else you could try is to place the pack in a pan of water. The soil could soak the water up from the bottom. Another option might be to go ahead and transplant them outside, but if you do, you should add some potting soil to the holes you plant them in unless your soil is loose and light.
