You can see Saturn whenever you want to if you have a good enough telescope, as long as the Earth is not in the way. You can only see Saturn until a little after midnight. But, in February, I have heard that you can see Saturn earlier in the evening. I believe around nine o' clock it becomes visible.

If you get a powerful enough telescope, you will even be able to spot Saturn's rings. :)
