If there is enough space to dig in between the roots, you could plant bulbs for lots of spring blooming flowers.

If not, consider a raised bed for the new planting.. make sure to line the bottom of it so that the existing plant roots (which are preventing you from planting directly into the ground) dont grow up into your raised bed soil as well!
