The atmosphere and ocean are connected because the ocean is the major element of the hydrosphere. When the air temperature rises so does the ocean temperature. If there were no hydrosphere then the earth would have no control over the atmosphere.

More fundamentally, we would not be here to observe it because with no water, there would be no life on Earth. It would be a dead, sterile planet. If the atmosphere were still there, it would have winds thanks to heating and cooling by the combination of Sun, latitude and rotation; but no clouds and precipitation.
