it is most likely you have a bad ground. I just fixed my 1998's taillights last night I had poor ground contact in the bulb holder use pliers and pull out the metalbulb holder from the plastic and make sure the ground (Black wire) is clean and has good contact with the metal bulb holder. Or spend $5 (each) and replace them.
