With increased tension in the zones where continental drift causes the different plates to collide, the risk of earthquakes increases. This tension builds up until it reaches a critical level. When the tension is critical, then even pretty small energydischarges can release the tension and we have an earthquake. There are many factors as to when the tension becomes critical and we can not measure this, only anticipate.
