Earth's water is in a closed cycle (unless you count us taking water to space), it is nearly impossible to run out of water. If we ever do it will be when the sun turns into a red giant, evaporates our water and then swallows our planet and that isn't for another 4 billion years. However! running out of fresh water is highly likely but if we run out of fresh water then we will have to set up huge desalination plants next to all our Coastlines and not long after that our world and all government would fall into ruin from economic and ecological pressure not to mention the U.S trying to take over the world, but that wouldn't last long because the Russians and China would save us from those fat, sunburnt chums.
