Ultimately basalitc magma comes from the mantle. Here, the rocks are so hot that they would melt if they were at the surface, but are kept solid or semisolid due to the immense pressure they are under. Geologic forces can work to allow some of this to melt either by reducing the pressure or adding water, which alters the chemistry. This magma then rises because it is less dense than the surrouding rock.
