They were created by God at the same time. There are many thousands of questions like these, to which evolutionists can only give guesses.

The cell membrane probably developed before DNA developed - although not in its current form. Phospholipids and fatty acids will, under certain conditions, spontaneously form bilayer membranes and lipid vesicles, resembling cell membranes, only without all the modern proteins. One hypothesis is that the first cellular replicators emerged when RNA-like molecular replicators moved into such vesicles and found that they both concentrated their numbers and protected them from environmental 'threats'.
