In our solar system and likely all others Gas Giants.
There are only 2 Terrestrial Planets with moons, The Earth and Mars they are Luna (The Moon), Phobos and Deimos.
Jupiter has 67 Known moons
Saturn has 62 Known moons
Uranus has 27 Known moons
Neptune has 13 Known moons
On a side note Pluto which is a dwarf planet has 5 moons Charon, Niz, Hydra, P4 and P5
Oh no, it is the outer planets which have the most moons. Terrestrial planets such as Earth have relatively few moons.

Gas giants have the most moons compared to terrestrial planets. For example, Jupiter has the most known moons in our solar system with over 79, while Saturn follows closely behind with over 80 confirmed moons. Terrestrial planets like Earth have fewer moons, with only one natural satellite.
Yes, most planets do have moons that orbit around them. In our own solar system, six out of eight planets have moons, and the dwarf planet Pluto also has moons. Only the two innermost planets, Mercury and Venus, do not have moons.
The greatest difference is in their size. Gas giants are large but have a very low average density (much of their size includes their atmospheres). From a physical standpoint, terrestrial (rocky) planets have a solid exterior surface. Jovian (gas giant) planets instead exhibit a smooth range of increasing density, and do not have the abrupt change to solidity that terrestrial planets exhibit.

Jupiter =] Jupiter is incorrect. It is considered a Gas Giant not a terrestrial planet. The answer is Mars with it's two known moons.

Gas giants tend to have the most moons. This is because their strong gravitational pull allows them to capture and retain more moons compared to terrestrial planets. Gas giants like Jupiter and Saturn have dozens to hundreds of moons in their orbit.
If you meant all terrestrial bodies (including moons) Its io (io has the least amount of water). If you meant terrestrial planets (only planets) its venus and earth they both have an active core

In our Solar System all planets have moons, except for Mercury and Venus.

Most of the gas giants planet's and Pluto all have the same material when they were made which which came from the Kuiper Belt
These 3 planets have the most moons: Jupiter, Saturn, Uranus Jupiter - 63 Saturn - 61 Uranus - 22
