Water, because soda has to much sugar that will kill the plant. Milk contains no minerals for the plant to use. Water helps all living things, so water makes it grow better. God made it rain water not soda of course :D

There are various versions to this question, but will try addressing as many options as possible:

Assuming a plant in grown in a sterile medium and the soil does not have any kind of interaction or mineral benefits to the plant (during the experiment).

1. Normal tap water is good for plant growth; it does not contain all the essential elements required for complete plant growth, but enough for the plant to survive long-term.

2. Rain water is in essence distilled and has no nutritional value to the plant at all, the only nutrients it may contain are those that are collected once it hits the ground. Again, it can be used long-term, but the plant would quickly start to show signs of nutrient deficiency.

3. Carbonated water is treated with carbon dioxide a to give it the "fizz", in most cases the water is normal drinking water so it contains a number of other minerals as well. The calcium carbonate in the water can eventually have a detrimental effect on the plant by altering the pH of the soil. In the short-term, it is okay, but long-term not.

4. Milk. Again high in calcium and water content. Not to bad for short term watering. The disadvantages are that it will eventually start to curdle and smell. Bacteria and fungi growing on the milk may have a detrimental effect on the plant. Not a sustainable long-term solution.

5. Carbonated sodas. Yes these have sugars in them, but not necessarily the sugars that plants can use or even assimilate. Again the long term effects of the carbonated drink would be detrimental. You are more likely starting a healthy bacterial culture using carbonated soda.

6. Fruit juices. Yes they normally have a high water and nutrient content, but again used as a medium for plant growth would be more likely to culture bacteria and fungi. Additionally depending on the type of juice (e.g. lemon, orange) the pH of the solution could actually kill the plant rather than provide any benefits.
