Most chemical industries have a need for quite big amounts of water for cooling in their production processes, so that is why you see the majority of industrial plants near lakes, rivers and the sea. Why they cluster together could have many answers. Due too municipality regulations I think they have to establish their business in spesific regions regulated to theese kinds of activity. Their is also many examples of separate companies sharing some equipment, in examples big boilers for steam production and cooling water system as this is a more cost efficient, and then the production plants needs to be located close to each other
