You can find all colored shards in the sea floor of Pokemon Sapphire/Ruby. Dive in the dark spots in the ocean around Sootopolis and Mossdeep. There will be slightly hard to see rocks at the bottom (kinda rare) and you press A when next to one. I don't know which rocks have which items.. All I have found are some heart scales, but keep trying, and good luck.

It really depends on how big of a piece you are talking about. A clay sized pieces of a mountains (weathered from feldspar) make up the sediments that cover the ocean floor. Dust sized pieces are often found on the ocean floor. They are produced by volcanic eruptions as in dust and ash clouds that can circle the Earth. If you are considering a car sized piece, then there are some possibilities. One is that it is rafted by an iceberg (formerly a part of glacier). And, in some rare cases, uprooted trees can carry large rocks out to sea. The rocks come loose of the roots and simply drop.

You can find rare candies by smashing rocks anywhere and also by using your dowsing rod(in your key items) and use it 2 find items in caves with roks that AREN'T breakable.
