For the Lanthanide series electrons, which IF they are in an outer orbital may make a difference in atomic size. But these electrons are not added to the outer shell, nor to the next to last energy level, but are being added 2 levels inward, They just add more to the shielding effect not allowing the nucleuc to have a stronger attraction for the outer electrons. Thus not much effect on size.
