If you are referring to the observation of absolute stellar motion, we cannot see stellar motion because (1) the distances between stars and galaxies are so great that their relative displacement from one minute/hour/day/year/century to the next is infinitesimally small, and (2) in the Milky Way galaxy, all the stars rotate together, and so our neighboring stars maintain their relative position to the Sun and Earth.

If you are referring to apparent stellar motion due to the rotation of the Earth, this can be observed in the same way as you can chart the progress of the sun and the moon across the sky over the course of minutes or hours.
