Another possible reason is that in the case of active volcanoes, living anywhere near them is extremely dangerous- they can erupt at any time and cause loss of life, destruction of property and ruined livelihoods. For this reason, farmland around active volcanoes - although extremely fertile - is often cheap, as wealthier farmers would choose safer locations. But for peasants in developing nations, who have little money, the chance of good crops set against the possibility of a volcanic eruption is a risk worth taking.

They thus invest in the land, in the hope that they will have made enough money from good harvests within a few years to be able to move on, and that in the event of an eruption happening in the interim time, they would get Government compensation for the loss of their assets.
