Long ago, when people built these cities, they didn't know that the mountain up on top of them was about to erupt. When people discovered that the volcano does erupt, the population of the city was too big. Therefore there are too many people to evacuate the whole city so they just carry on living there, in constant knowing that they are in great danger.
