Layman here, but I've always imagined its twinkle is due to the intense and continuous storms that make up Venus's atmosphere. Due to a very high preponderance of CO2 in its air, a very intense greenhouse effect is present, causing an average surface temperature of nearly 900 °F. This intense (and irregular due to very long "day-time") heat results in huge and billowing storm clouds, both obscuring Venus's surface and causing the Sun's reflected rays to take on an irregular, twinkle-like appearance.
