Well I'm not entirely sure about this but if the tv screen gives off a negative charge when turned or left on, so the dust which is everywhere has the properties of a small amount of protons (positive energy) therefore the the potential difference between the two is high because of the tv giving off a negative effect outwards once turned on the dust gets attracted to the tv screen because opposite attract like a magnet. Once the tv is turned off there is no more light being let through and all of the negative energy (electrons) move to the front of the screen(well there isn't really a front is there. lol) and a big force of protons come to the screen and stay there.
