That is NOT the case. A solar eclipse has to happen DURING the day time but from a particular location on Earth the eclipse may be seen as the Sun is rising or setting (in other words at any time of the day).Note, while a solar eclipse is not constrained to happening at the MIDDLE of the day it has to happen DURING daytime because the clipse is caused by the Moon's shadow, so the Moon has to be between the Earth and the day time Sun for this to happen.
