Potassium Permanganate will either add across a double bond,,,,,via a manganate ester intermediate to yield a syn diol........or if used under acidic conditions......warmed,,,,,,will oxidize primary alcohols to acids.....and secondary alcohols to ketones........by reaction with the OH group.
