Why does not solar eclipse occur on all new moon days?

The moon's orbit is tilted about 5,14o from the ecliptic (the plane that the Earth moves in around the Sun), so at most new moons it is below or above the ecliptic and its shadow does not intercept the Earth. Only when the Moon is very close to the ecliptic will its shadow fall on the Earth. Remember the distance to the Moon is 30 times the diameter of the Earth so alignment needs to be very accurate for an eclipse to take place.
