Because at least 123 are now confirmed to be dead and many people are still missing. Much of the dead were killed in the Pine Gould Corporation building and the CTV (Canterbury Television) building, both of which were reduced to rubble and debris. Also much of the CBD (Central Business District) is in ruins. It is estimated that at least 10,000 homes are going to need to be demolished in and around the city.
