Dark Hole was banned because it provided great Field Advantage capabilities. Having no drawbacks, except the fact that your own monsters were destroyed as well, Dark Hole could wipe out your opponent's entire field. Initially, Konami decided to limit this card, but they quickly observed players who were able to draw it on the first turn and activate it, clearing the field without any drawbacks (they could activate it before they Summoned). They realized that Dark Hole was essentially a downgraded Raigeki and moved it to the Forbidden List.
