Air is like water in that the deeper you go down the higher the pressure. Think of a circle on the ground and imagine a column of Air above it. As you increase in height the pressure decreases. For water, the further a diver goes down, the higher the pressure becomes.
Air Pressure has to do with the Weight of Air in the Atmosphere. Imagine that the Atmosphere is like the Ocean. The 'Deeper' you go the greater the Pressure because there is more Fluid Volume above you pushing down. In the Atmosphere the LOWER the Altitude the greater the Pressure.
SEA LEVEL is an established STANDARD for Pressure measurements. But there are many areas on land below sea level and those areas have an even greater pressure than at Sea Level.
