Earth's axis is tilted some 23°. The result if this is that in the more northern (and southern) latitudes, the days are much shorter in the winter season. The sunlight strikes the earth at a lower angle, so the earth radiates more heat than it receives. This reduction in temperature is sufficient to fall below the normal freezing point of water, so instead of rain the result is snow.
