Banks ARE the money markets. They are hardly likely to eliminate themselves.
There is no rule that excludes Kenya. But the problem is Money. The cost of the games (stadium builds, security, infrastructure) runs into billions of dollars. Kenya just doesn't have that kind of money to spare.
