The IAU decides what is a planet and what is not. Pluto is an icy body which has not cleared a substantial fraction of material from its orbit, and it is smaller than other bodies residing in the Kuiper Belt. It is also more of a coplanet with Charon, its largest moon. For these reasons Pluto is considered a dwarf planet.
