I know several stores that have boxes located near the front door for people to bring their used plastic grocery bags to for recycling. The worst thing you can do is just throw them out where they can blow around and become litter.
Laziness mostly - plastic bags are cheap to make and people tend to forget to bring their reusable bags to the grocery store.
