People consider the Fourth of July a symbol of our freedom and if they think that if a lot of fireworks are not used, people would think something along the lines of weak fireworks, weak government, weak country.
For countries where the Fourth of July is irrelevant to the nation, fireworks are an excellent form of public entertainment. Besides the value they have on their own, a fireworks display is a brilliant opportunity to have a small festival evening. The economic possibilities are huge: vendors and stalls, competitions and fundraisers form the local community, etc. What starts as a government presentation soons snowballs into a group effort; the returns a government often makes back from the events associated with the fireworks is usually enough to make the initial cost a low concern.

Firstly, you should consider that a minor firework display will cost approx. between £4000 and £8000 pounds. A reasonable council run display on 5th November is likely to have around spent £20,000 on fireworks (plus more on other costs such as security). A large, full scale display will set you back well over £100,000. Therefore, assuming that each council has at least 1 display a year (multiply 160+ unitary councils @ £20,000 = £3.2 million) and there will be many minor events across the UK (perhaps 300 x £6000 = £1.8 million) and numerous large scale events such as New Year etc (e.g. 100 @ £100,000 = £10 million). Then the total cost spent on fireworks within the UK each year is around £15 million.
The three forms of money are commodity money (like gold and silver), fiat money (issued by a government and not backed by a physical commodity), and representative money (backed by a physical commodity, but can be exchanged for that commodity).
You loan the government money. They agree to pay you back plus interest.
Government institutions, such as central banks, are typically responsible for the production and regulation of money within a country. They control the money supply, issue currency, and implement monetary policies to stabilize the economy.

Money from the stimulus should be given back to taxpayers and businesses directly so they can spend it, not government. Government cannot improve the economy, only the market can.
