The hole is caused by a lack of sunlight reaching the oxygen in the stratosphere. It is also caused by chlorofluorocarbons (CFCs). Ozone is an unstable gas that decays into oxygen when there is no energy to keep it bound.

The ozone hole occurs in later winter / early spring, when visible light hits the atmosphere of the hole, but UV-C has been filtered out by atmosphere elsewhere. So contaminants like CFCs that need visible light to photocatalytically destroy ozone get what they need, but new ozone is not made.
