I suggest building a "faraday cage" around the device you want to protect.

get copper mesh (if you can) or a cheap space blanket. get a box to which you can set the item into (I prefer ones with lids). cover the entire think in the blanket (cut to fit, just make sure it's sealed) attach it (using tape, not staples) then tape a insulated wire to one end, and run the other end to a grounding pole in the earth. this should work. the FEMA building uses the same concept, it has mounds of dirt over the entire building, underneath the dirt is the copper mesh, which grounds to the earth.
